The Brownfield development with the potential to regenerate central St Helens Back to News Index

St Helens Chamber Strategic Partner, BXB Cowley Hill Ltd, first announced its intentions to regenerate the redundant land at Cowley Hill Works in early 2019. The joint venture between BXB Ltd and Promenade Estates brought forward its vision for the site with ambitions of delivering a high quality residential development.

Located north of the Town Centre, between City Road and College Street, Cowley Hill Works is still home to NSG Pilkington UK Ltd’s glass coating facility. However, as a result of the consolidation of Pilkington’s activities, much of the land to the east of the facility is surplus to requirements.

Following an extensive period of public engagement, including two rounds of consultation and two exhibitions at the Mansion House in Victoria Park, a planning application for the development has now been submitted to St Helens Borough Council. The plans will see the delivery of up to 1,200 high quality new homes in a mix of type and tenure, as well as up to 4,700sqm of mixed use floorspace. New areas of green infrastructure and public open space are proposed, alongside new vehicular access from highways and cycle routes which will connect Victoria Park to other residential parts of the Borough via the site.

Cowley Hill Works’ location at the heart of St Helens is one of the most exciting parts of the project, with the development team’s ambitions expected to spark a period of regeneration for the Town Centre. An increase in the number of people living within the site is envisaged to boost existing businesses with the delivery of 1,200 homes expected to generate £6 million in ‘first occupation’ spending. In addition to these figures, it is estimated that the development could generate expenditure on local services more widely, estimated to be the equivalent of £15 million per annum.

The development will also provide a boost to residents through employment and supply chain opportunities, with an estimated £200 million capital expenditure. Approximately 360 full time equivalent jobs are expected to be created during the construction phase, equating to 2570 gross person years.
