HCD Economics Ltd has a strong ambition to accelerate its growth and for this reason is working with Sci-Tech Daresbury as a partner in the Liverpool City Region – New Markets 2 Programme which is part funded through the European Regional Development Fund (ERDF). This programme will part fund the work requested below and hence accelerate the impact arising for HCD Economics Ltd.

HCD Economics is a health economics agency working with a number of the world’s largest pharmaceutical companies. The company has been trading for 5 years in the existing form and has grown from 4 employees to 17. We have achieved this growth through reinvestment without funding or equity dilution. We are now at the stage of our growth cycle where we need focus on our branding to be refreshed, website updated and a social media strategy developed, in particular around LinkedIn.

Why this work?

We have achieved a great deal of exposure with limited resource and without any marketing, advertising or public relations work. We now need to invest in this area to enable us to reach out to new clients in the most effective and efficient way possible. As our business development team grows then we need a consistent message, consistent branding and clear direction of travel for our business in the short to medium term.

The key constraints are that many of our clients are global and the cost of travel and meeting can often be prohibitive for a speculative visit. We need to develop better techniques for opening initial conversations that are new to HCD Economics as opposed to utilising our existing network of contacts.


Consistency of message both internally and externally on what HCD Economics is and what it does. This will provide a platform to launch the business at conferences that we currently attend or are planning to attend. We need consistency in brand, an updated website, common direction and a strong social media presence.


The strategic impact of the work will be to help us generate new leads that convert to new revenue enabling us to grow the business rapidly in the short to medium term. This will then convert to additional employees.

Specification for Quotation

1. Website redesign a. Responsive to PC, tablet or phone format b. Using WordPress platform or similar that enables us to update content c. Provision of training on how to update website content d. Content to be provided by HCD Economics

2. LinkedIn strategy a. How do we optimise Linked in to maximise exposure

3. Update existing branding and provide brand guidelines

a. Update logo colours and size
b. Provide high resolution images
c. Provide brand guidelines.

Deliverable Timescale

We want to complete this work by early June 2018, with maybe the website taking another 6 weeks.

Indicative Budget

1. Website redesign, LinkedIn strategy and update existing branding and provide brand guidelines £3,000 – £4,000

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Quality/Technical Merit (30%)

Assessment of the technical and professional capability that the potential supplier has to demonstrate that it can deliver the requirement.

Delivery Timescale (20%)

Cost/Value for Money (50%)

Is the price good value for money?

Scoring Methodology

4 Excellent – Proposal meets and in some places exceeds the required standard.
3 Good – Proposal meets required standard.
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others.
1 Poor – Proposal falls short of expected standard.
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer. Can the supplier meet the timescales/deadline?
