Carpets at Home Ltd, is a long-established business which supplies and fits all types of floor coverings. In response to the growing market for artificial grass, the company is expanding its portfolio to include the supply of artificial grass.

Grass at Home will trade as a part of Carpets at Home Ltd, but it will be marketed in its own right, separate from the carpet business.

The business model is to provide a high-quality product, at a competitive price, with guaranteed delivery times. The target market will be the Landscape Gardener trades.

All products will be purchased online via Grass at Homes new E commerce website.


E Commerce Website

  • An optimised website which is aesthetically pleasing and easy-to-use on both desktop and mobile.
  • Have custom pricing options, which include price per metre options
  • User-friendly as we will need to add images/ blogs/news/updates and edit the site on a regular basis.
  • Social media handles and easy-to-add social media links.
  • Both ‘click-to-contact’ capabilities and a contact form on the ‘Contact’ page.
  • Your quote should include search engine optimisation together with monitoring and reporting functionality via google analytics or similar for the first 3 months after the site goes live.

Digital Marketing for a 3 month period after the website goes live

We are open to suggestions for specific methods, but overall we want to ;

  • Generate traffic to the website
  • Build brand awareness for Grass at Home

Deliverable Timescale

We expect the project to commence before 09/05/22  and the website to be live by 31/08/22

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Cost 40%
Demonstrable skills and understanding of sector 30%
Understanding of brief and quality of quotation 20%
Delivery timescales 10 %

Scoring Methodology

4 Excellent Proposal meets and in some places exceeds the required standard
3 Good Proposal meets required standard
2 Acceptable Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor Proposal falls short of expected standard
0 Unacceptable Completely or significantly fails to meet required standard or does not provide the relevant answer

Proposal Format

Proposals should clearly demonstrate how they meet the requirement set out above.

This work is part funded by the European Regional Development Fund.

ERDF Procurement Regulations

This work will be part funded though the European Regional Development Fund.  The project falls within the *£2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.

(*NB this figure is the ERDF regulations figure. IT IS NOT THE BUDGET FOR THIS PROJECT)

Conditions of Tender

Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.

We reserve the right to discontinue this tender process at any time and not award a contract.

You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises.  This applies whether or not your organisation is successful.
