Background

Following internal review, Prestige Skills has identified business development as a key priority, in particular improving its tendering. We require an experienced and professional tender management company to review current systems, skills and processes, and develop and implement a foundation that provides a well-informed business development team to respond effectively / successfully to opportunities for future growth.
The successful consultant will be able to demonstrate the skill-set required to manage and enhance business development operations, approach and effectiveness, ensuring the successful planning and delivery of a programme of improvement which results in significant, measurable and cost-effective benefits to the business.
Requirement
Identifying and improving on all elements of our readiness to win in our market. Meeting the changed buyer needs including future-proofing and tackling target markets in a buyer-attracting way. Upping our overall skills in bid management process. Making the right buyer connections including using consultant’s network.
We anticipate this role will incorporate the following:
There are three main phases as follows:
- Strategic readiness.
- Execution Plan.
- Acceleration Activity.
It is essential that the company is able to effectively communicate and engage with stakeholders across the business to ensure that both existing requirements and future opportunities are submitted effectively.
Proposal Format
Proposals should clearly demonstrate how the consultant meets the requirement set out above. Proposals should include the estimated number of hours and cost per hour for each phase of the project.
Deliverable Timescale
We expect the project to commence no later than 28/06/21 and to be completed by 31/08/21
Evaluation Criteria
Quotations will be assessed and scored on the following criteria:
Cost 40%
Relevant Skills & knowledge 20 %
Understanding of brief/clarity of proposal 15%
Delivery timescale 15 %
Ease of communication 10%
Scoring Methodology
4 Excellent | Proposal meets and in some places exceeds the required standard |
3 Good | Proposal meets required standard |
2 Acceptable | Proposal meets the required standard in most respects, but is lacking or inconsistent in others |
1 Poor | Proposal falls short of expected standard |
0 Unacceptable | Completely or significantly fails to meet required standard or does not provide the relevant answer |

Deadline and Submission
Proposals are required by email with the subject title ‘PS Tender consultant’ to Paul Harding, Managing Director, Prestige Skills Ltd.
All proposals must be received by 1700 Hrs on 04th June 2021

ERDF Indicative Budget
This work will be part funded though the European Regional Development Fund. The project falls within the *£2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.
(*NB this figure is the ERDF regulations figure. IT IS NOT THE BUDGET FOR THIS PROJECT)

Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.
We reserve the right to discontinue this tender process at any time and not award a contract.
You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises. This applies whether or not your organisation is successful.
