Background
Since our company’s founding in 1975, Dowhigh Ltd. has operated as a family-run corporation
under private ownership. We deal with a variety of local authorities and private clients
throughout the North-West of the UK from our base in Bootle, Liverpool.
We provide a broad variety of highway infrastructure and civil engineering specialties completed
through a combination of our abilities and expertise as a prominent force in the North-West
construction industry.
The company is looking to set up a facility to produce Dowfoam, which is our bespoke foamed
mixed bitumen product that is a sustainable alternative for base/binder course material. The
product is made up of 95% recycled materials and has significantly lower carbon emission
compared to traditional asphalt-based base and binder material.
Requirement
The project is to be split into three sections:
Phase 1 – Purchase bespoke plant that produces foamed-mix bitumen and conduct a plant trial
in Hawthorne Road, Bootle.
Phase 2 – Start commercial production of Dowfoam in collaboration with various councils as our
clients in the North-West.
Phase 3 – Conduct research and development on the product to make the product carbon
neutral/carbon negative.
Deliverable Timescale
We expect the project to commence no later than 10th of June, 2023 to the 31st of July, 2023.
Indicative Budget – Cost control is essential for the project and the costs are expected to be
between £190,000 and £350,000 depending on the specification of the plant and the speed of
project completion.
Evaluation Criteria
Quotations will be assessed and scored on the following criteria:
Cost 30%
Does supplier offer value for money.
Deliverability Within Specified Timescales 30%
Supplier must demonstrate they can deliver the requirement to timescales above
Meeting Specification Details 10%
Supplier must demonstrate all specifications met
Supplier Suitability 30%
Supplier must demonstrate they have the capability to deliver the requirement
Scoring Methodology
4 Excellent Proposal meets, and in some places exceeds the required standard
3 Good Proposal meets required standard
2 Acceptable Proposal meets the required standard in most respects, but is lacking or
inconsistent in others
1 Poor Proposal falls short of expected standard
0 Unacceptable Completely or significantly fails to meet required standard or does not
provide the relevant answer

1) This project is part of the Liverpool City Region High Growth Programme, and is part
funded by the European Regional Development Fund. Under current Public Procurement
Regulations there is no formal tender procedure, but a detailed written quotation is
required

Please be aware that due to the relatively low indicative budget for this work (i.e. less
than the current OJEU limits) there is no regulatory obligation for us to provide feedback
if you are unsuccessful.
We reserve the right to discontinue this quote process at any time and not award a
contract.

preparing and/or submitting your quote at any stage of this exercises. This applies,
whether or not your organisation is successful.
