Background
At Skypark, we pride ourselves on providing a first-class car parking facility and service for Liverpool John Lennon Airport and Manchester International Airport. Based within the Liverpool City Region we offer a range of parking options including affordable indoor and outdoor parking, a meet and greet, airport shuttles, and many other services. Skypark is a family run business striving to deliver excellent service and value for money. We need to vastly improve our systems and processes to make our current operations more efficient and to create a solid base upon which we can grow and diversify into other aspects travel booking services.
Requirement
We need to rebuild our customer facing, carpark booking engine and create a new back end car parking system, with both elements working seamlessly together. The system needs to have facility for us to add more of our own car park locations and for affiliates to add their parking locations in a commission-based model. It must also allow importing of consolidator bookings (bookings from other websites selling our parking spaces). The system also needs to be flexible enough for us to add sections in the future to allow us to sell other services such as car hire, hotel bookings, travel insurance etc, most likely via embedding from third parties but allowing for commission management at all stages. What do we want the website / booking engine to do?
Allow customers to book parking spaces via a simple to use booking engine, receive notifications/instructions and to easily inform of any changes.
Allow complete back end management of locations, parking packages, pricing beds (with seasonal overrides), spaces, bookings, extras and client data.
Produce sales and management reports from system data.
Allow user profiles to be locked to a location with limited system access.
Have facility for affiliate parking owners to upload their parking space to the system with moderation from our staff and commission management built in.
Have facility for third party API input of bookings for future.
Have facility for development of selling other services such as car rental, hotels etc., either directly or as third-party integrations.
This is a comprehensive piece of work and we would encourage providers to clearly demonstrate their ability to deliver this work in their response.
Deliverable Timescale Commencing June 2019, completion by end August 2019.

Evaluation Criteria
Quotations will be assessed and scored on the following criteria:
Quality/ Technical Merit (50%) Supplier must demonstrate they have the technical and professional capability to deliver the requirement.
Delivery Timescale (20%) Supplier must demonstrate they can deliver the requirement to timescales above.
Cost/Value for money (30%) Does supplier offer value for money. This will not necessarily be the cheapest quote
Proposal Format
