To explore the commercial opportunities and return on investment for a customer focussed logistics company providing services to businesses in the healthcare sector.

Proactive Despatch are an award winning same day courier company based in St Helens, Merseyside.

We started trading in 2008 and have shown controlled growth since inception.  We now employ 21 staff and are primed for our next stage of growth.

During a strategic review we identified that although we are very established as a same day courier, perhaps there could be great commercial benefit in exploring niche markets.

We are looking for a partner that can help us evaluate whether there is an opportunity for us facilitating healthcare delivery.

We certainly believe there is a gap in the market but we need someone to look at this opportunity in more detail.

Requirements

  • Explore different opportunities within the healthcare sector to determine use of dedicated vehicle courier services.  Ideally of a scheduled and urgent response nature.
  • Identify gaps in the market to see where we could add value.
  • Analyse competitors
  • Establish cost to market
  • Look at barriers to entry
  • Understand potential commercial opportunity ROI
  • Give thought to how we could launch to market.

Deliverable Timescales

We would like a detailed understanding of this opportunity by 1st Dec 2018, to enable us to make decisions as to move forward in quarter one/quarter two 2018.

Estimated Budget

We anticipate our budget for this project to be between £5000-£6000k

Budgets have been set aside for this project and we are pursuing funding support This work will be part funded though the European Regional Development Fund.  The project falls within the £2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure but a detailed written quotation is required.

We would grateful if interested partners could submit a written proposal and quotation, explaining how they would approach this project, provide examples of past and relevant experience and give details of how confident they can deliver the expectations outlined above.

Evaluation Criteria

Potential partners will be evaluated upon the following criteria:

Clear demonstration of relevant experience and past success in delivering future focused logistics strategies in healthcare sectors 30%

Proven ability to build trust, connect with, and where appropriate challenge leaders and leadership teams in this arena. 20%

Understanding of brief and clarity of quotation 20%

Delivery timescales 15%

Cost 15%

Scoring methodology

4 = Excellent       Proposal meets and in some areas exceeds the requirement standard
3 = Good              Proposal meets required standard
2 = Acceptable  Proposal meets the required standard in most respects but not all.
1 = Poor               Proposal falls short of expected standard
0 = Unacceptable

Proposals should clearly demonstrate how the prospective partner is able to deliver the project goals and fulfil the requirements as set out above.
