Legal services to establish essential legal framework applicable to knowledge- intensive practices in full compliance with the Law.

Background

Young Quantum Science Ltd. (the Company) has approached a critical stage of its development and for this reason is working with Sci-Tech Daresbury as a partner in the Liverpool City Region – New Markets 2 Programme which is part funded through the European Regional Development Fund (ERDF). This programme will part fund the work requested below and hence accelerate the impact arising for Quantum Science Ltd.

The Company aspires to become a world leader in developing low cost and high- resolution broadband imaging sensor through material engineering to achieve high performance high absorbance broadband materials (from UV, Vis to NR-IR) as well as low cost monolithic integration process to achieve high performance low cost highly competitive product.

The Company plans to utilize quantum dot materials, optoelectronic device fabrication and full industrial know-how to service $20 billion CMOS market with an ability to improve current Si-CMOS imaging performance by multiple times at lower cost.

Other potential applications include: Safety and security, night vision, food and pharmaceutical inspection, environmental monitoring, machine vision, VR/AR, AI and IOT devices

Why this work?

The Company urgently requires development of essential legal framework to ensure protection of its assets and R&D activities in compliance with the governing Law.

Goal

To protect the Company’s intellectual property, ensure a sound corporate structure and help for talent acquisition.

Ambition

The work would have fundamental significance for the Company. It would help Quantum Science to set a very solid foundation to grow in a safe, healthy and effective manner. Specification for Quotation The Company requires the following services:

1. Preparation of necessary documents to issue the required share capital and bespoke set of Articles of Association.
2. Preparation of employment contracts in compliance with the Law. Preparation of basic employee handbook.
3. Preparation of consultancy and collaboration agreements.

Deliverable Timescale

The Company expects the work to be completed within two to three weeks.

Indicative Budget

The budget assigned for this work is £5,500-£6,000 plus VAT and proposals will be evaluated as per the criteria below:

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Quality/Technical Merit (50%)

Assessment of the technical and professional capability that the potential supplier has to demonstrate that it can deliver the requirement. We have got the two quotations and wait for the third one. So far, the one we chose demonstrates a direct relevant experience in the field with long years of quality service tracking records and very good reputation.

Delivery Timescale (20%)

Can the supplier meet the timescales/deadline? We have got the two quotations and wait for the third one. So far, the one we chose demonstrates an immediate support and could deliver the service ahead of our plans on services set above.

Cost/Value for Money (30%)

Is the price good value for money? We have got the two quotations and wait for the third one. So far, the one we chose demonstrates the best cost for the Money.

Scoring Methodology

4 Excellent – Proposal meets and in some places exceeds the required standard.
3 Good – Proposal meets required standard.
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others.
1 Poor – Proposal falls short of expected standard.
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer.

Proposals should clearly demonstrate how they meet the requirement set out above.

Response to questions arising from this RFQ: All questions that are raised in regard to this RFQ and the relevant answers supplied will be published to all companies that have submitted quotations.

Date of Notification: All applicants will be notified by email whether they are successful or not by the 1st of November 2018.
