Background
Heptron International Ltd is a highly innovative, specialist engineering company based in Rainford, St Helens. Heptron has a stated mission of helping to fight climate change by designing and manufacturing cost effective, safe and environmentally friendly energy storage systems. With this goal in mind, Heptron has developed an energy storage system which is inherently safe, manufactured with components that are fully recyclable, chemical and pollution free, has a life expectancy in excess of 25 years and is a highly cost effective solution when compared to competitor products.
Requirement
Heptron has been granted patents in 35 countries and has a strategy to licence the manufacture, assembly and distribution of the products in these countries. As such, the company is looking to appoint an experienced law firm to create contracts to cover the licensed manufacture, assembly and distribution of Heptron products in the relevant countries.
Evaluation Criteria
Proposals will be assessed and scored on the following criteria:
Cost (20%)
Relevant skills & knowledge (30%)
Recommendations and perceived reputation (10%)
Clarity of proposal (10%)
Delivery Timescale (25%)
Ease of Communication (5%)
A shortlist will be selected for interview. Shortlisted candidates will be given the opportunity to ask questions prior to submitting a final quote. Final selection will be based on final quotation using the criteria above and the cultural fit with the business.
Scoring Methodology
4 Excellent – Proposal meets and in some places, exceeds the required standard
3 Good – Proposal meets required standard
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor – Proposal falls short of expected standard
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer
Deliverable Timescale
We are looking to commence the project immediately.
Indicative Budget
This work will be part funded though the European Regional Development Fund. The project falls within the £2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure but a detailed written quotation is required.
Proposal Format
Proposals should clearly demonstrate how they meet the requirement set out above.
