HARP North West Limited are a company that works in the construction industry and specialises in Civil Engineering and Groundworks operations.

The company was established in September 2017 and has grown steadily through the year with a number of key projects completed. The business currently employs 9 direct staff with additional resources then taken from a select list of subcontractors and made up agency labour as required to suit.

The company has developed a good reputation throughout the industry – it is hoped that growth will continue with specific future projects targeted in order to achieve this goal.  Further recruitment will follow alongwith planned apprenticeship opportunities scheduled from September 2018.

Many construction projects require demonstration of the latest quality standards, namely ISO9001:2015 and accreditation would assist in further efficient growth of the business.

The creation of an ISO accredited quality management system would also support efficiencies in the day to day running of the business including:

Operational tasks (procedures)
Product conformity (test & inspection)
Training and recruitment
Customer satisfaction
Project Review and audits

The company understands the work required to obtain and maintain accreditation, having worked with previous standards for ISO9001 and having standard operating procedures in place to cover the day to day processes within the business.


This RFQ is for management consultancy services to aid HARP North West preparing and setting up its systems to gain ISO accreditation for 9001:2015.

It is hoped that the system could be established to run electronically with PC / tablets such that information is produced and stored more efficiently.

Deliverable Timescale – HARP North West is looking to commence the project immediately and within 4 months (with aim to have introduced before end of 2018).

Indicative Budget

This work will be part funded though the European Regional Development Fund.

The project falls within the £2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure but a detailed written quotation is required.

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Cost (50%)
Demonstrable Understanding of Industry Sector (20%)
Delivery Timescale (15%)
Ease of Communication (15%)

Scoring Methodology

4 Excellent – Proposal meets and in some places exceeds the required standard
3 Good – Proposal meets required standard
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor – Proposal falls short of expected standard
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer.

Proposal Format

Proposals should clearly demonstrate how they meet the requirement set out above.
