Background

Palletland LTD is a pallet manufacturing, repair and treatment company based on Burtonhead road St Helens. Palletland distributes its product nationwide to a variety of business sectors, ranging from pharmaceutical, agricultural and automotive industries all the way to waste removals companies. Palletland provides a wide range of pallets options, from second hand repaired pallets to newly designed bespoke pallets tailored to its customer’s needs.

Palletland has been operating for almost 25 years, in 2014 Palletland saw a huge increase in its growth when it branched into the national market and a further increase again when the pandemic hit in 2020. During 2020 Palletland won St Helens Family Business of the year.

The recent growth of the business has brought about restrictions in certain areas as Palletland doesn’t currently hold any ISO accreditations, gaining the accreditations will allow continuing growth in a changing industry. It is hoped that the ISO accreditation will open new opportunities for the business to move into or expand within. 

Requirement

Palletland is looking to gain UKAS ISO 9001 (quality management), UKAS ISO 45001 (occupational Health and safety)  to help aid in the further expansion of the business.

This RFQ is for management consultancy services to aid Palletland Ltd with preparing and setting up its systems to gain ISO accreditation for 9001:2015, and ISO 45001

Deliverable Timescale

We expect the project to commence no later than May, and to be completed by August, this comes as Palletland will be tendering for future business and ISO will be a accreditation that will be needed to enable successful fulfilment of the tender. 

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Cost 25%

Experience within the industry 20%

Time scale 20%

Guidance level 25%

Clarity of Quotation 10%

Scoring Methodology

4 Excellent Proposal meets and in some places exceeds the required standard
3 Good Proposal meets required standard
2 Acceptable Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor Proposal falls short of expected standard
0 Unacceptable Completely or significantly fails to meet required standard or does not provide the relevant answer

Proposals should clearly demonstrate how they meet the requirement set out above.

  • This work is part funded by the European Regional Development Fund.
  •  ERDF Indicative Budget

This work will be part funded though the European Regional Development Fund.  The project falls within the *£2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.

(*NB this figure is the ERDF regulations figure. IT IS NOT THE BUDGET FOR THIS PROJECT)

Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.

We reserve the right to discontinue this tender process at any time and not award a contract.

You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises.  This applies whether or not your organisation is successful.
