Background

FOLGLADE Ltd was founded in 1976 using premises in Runcorn and employing 6 tradesmen.

The company now runs its operations from its present location in St Helens and currently employs 20 with a current turnover of 3.5 million.

Folglade originally focused its operation in manufacturing and stocking pipework and fittings, but over the years the company has developed its fabrication disciplines to include Ole steelwork for the Railway Sector and also Fire Fighting equipment for the Oil, gas and Petrochemical Sector.

The Company already works to a very high standard and have the following accreditation:-  ISO 9001:2015 & BSEN1090-1:2009+Al:2011

Requirement

This RFQ is for management consultancy services to aid Folglade pipe & Fittings with preparing and setting up its systems to gain accreditation for ISO 14001. Quotations are invited from appropriately qualified consulting bodies.

Deliverable Timescale

Folglade Pipe & Fittings are looking to start the project immediately and complete within 4 months.

Indicative Budget

This work will be part funded though the European Regional Development Fund.  The project falls within the £2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure but a detailed written quotation is required.

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Cost – 30%
Demonstrable understanding of industry sector – 10%
Clarity of quotation – 20 %
Delivery Timescale – 30 %

Scoring Methodology

Proposals should clearly demonstrate how they meet the requirement set out above.

4 Excellent – Proposal meets and in some places, exceeds the required standard
3 Good – Proposal meets required standard
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor – Proposal falls short of expected standard
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer.
