Background
Blends Flavours & Colours is a family run business in Knowsley specialising in producing flavours for the food and beverage industry. Having supplied flavours and ‘ready to drink’ liquid to contract canners on behalf of our customers for several years we decided to purchase our own canning line to support them as several were struggling to find contract canners with capacity within the UK and were struggling with issues surrounding Brexit. We purchased an entry level machine and have quickly reached capacity. Due to this we are purchasing a second canning line that will increase our capacity significantly and require automation as a result of the speed of the filling.
Requirement
Blends Flavours & Colours are looking to purchase end of line packaging equipment for a Canned Beverage production line. The requirements are as below:
- Packaging equipment capable of packing into both ‘wrap around’ boxes and trays with a shrink film
- Both formats must support both 12 packs and 24 packs with limited change parts
- Robotic palletiser capable of palletising the specified packs
- The maximum speed required is 2,100 packs per hour
- The minimum speed required is 500 packs per hour
- Must include sufficient engineering support in the event of a breakdown
Deliverable Timescale
We expect the project to commence no later than 01/03/2022, and to be completed by 31/05/2022.
Evaluation Criteria
Quotations will be assessed and scored on the following criteria:
Cost 20%
Does supplier offer value for money. This will not necessarily be the cheapest quote
Deliverability Within Specified Timescales 30%
Supplier must demonstrate they can deliver the requirement to timescales above
Meeting Specification Details 20%
Supplier must demonstrate all specifications met
Supplier Suitability 30%
Supplier must demonstrate they have the technical capability and experience to deliver the requirement
Scoring Methodology
| 4 Excellent | Proposal meets, and in some places exceeds the required standard |
| 3 Good | Proposal meets required standard |
| 2 Acceptable | Proposal meets the required standard in most respects, but is lacking or inconsistent in others |
| 1 Poor | Proposal falls short of expected standard |
| 0 Unacceptable | Completely or significantly fails to meet required standard or does not provide the relevant answer |

This project is part funded by the European Regional Development Fund. Under current Public Procurement Regulations there is no formal tender procedure, but a detailed written quotation is required.
