Request for Quotation – Design and Implementation of a Bespoke Recruitment and Video Interviewing System – St Helens

Background
Mercury Hampton Ltd is an executive search and headhunting business. It was established in October 2017 and provides Retained search, Search & Selection, strategic recruitment and talent advisory services to clients across varied industry sectors, and many global locations.
Requirement
We have a requirement for a bespoke software package, incorporating a CRM & ATS system that will allow us to:
Log candidate profiles
a) Search our candidate database
b) Formulate shortlists
c) Arrange interviews
d) Log placements
Log client information
a) Company data
b) Contact data
c) Organisational structures
d) Register vacancies against company records.
Plus, other standard recruitment CRM / ATS features.
(Ideally we are looking for providers who already have a recruitment CRM & ATS system in place who are capable of designing and adding in the bespoke elements listed below.)
Bespoke features:
Usability – the system must be easy to use with an intuitive design and a simple, user friendly interface.
Video interviewing – we would like to include a video interviewing system with the capability to record 2-way (between recruiter and candidate) and 1-way (candidate answering pre-determined questions) interviews and share this with our clients via a link in an email.
Business Development video – we require the option to record and send business development videos, this would work by us recording a message for the prospective client, showing us in a small box on the screen. The rest of the screen would show a screen share of our computer where we be able to demonstrate the capabilities of this system to our clients. Much the same as Odro’s software or software that CRM companies use to demo their products.
Psychometric testing – We would like the system to incorporate a testing system so that we can provide candidate psychometric testing reports to our clients at shortlisting stage. We have a current provider of this so integration of an open API would be considered.
Email Tracking – we would like the function to send a number of emails from the system, for example business development emails, CV submittal, interview confirmations, marketing info. We would like these to be tracked and us notified upon opening/forwarding.
Automated Business Development Tool – we require the ability to record client info and schedule a number of marketing email templates to be sent automatically to reduce admin time.
Pipeline Tracking – we measure our consultants’ performance on sales pipeline value, job coverage and fee generation. We would need to view these on an individual and company wide basis.
Management Reports – we need to be able to view and track a range of metrics from a ‘management dashboard’ type system.
We currently have 7 active CRM Users in our business, we are looking to scale this to 10 – 15 in the coming months. The system must allow us to create additional user accounts.

Deliverable Timescale
We would like this system to be fully operational by Monday 1st July 2019.
Indicative Budget
This work will be part funded though the European Regional Development Fund. The project falls within the £2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.
Evaluation Criteria
Quotations will be assessed and scored on the following criteria:
The proposed systems capabilities and functionality (does it meet our brief?) 30%
User interface and visual look 25%
Total Cost 20%
Clear demonstration of an understanding of the recruitment business sector 15%
Delivery timescales 10%
Ease of communication between Mercury Hampton and the chosen provider 10%
Scoring Methodology
4 Excellent – Proposal meets and in some places, exceeds the required standard
3 Good – Proposal meets required standard
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor – Proposal falls short of expected standard
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer
Proposal Format
Proposals should clearly demonstrate how they meet the requirement set out above.

Proposals for consideration are required by 17:30pm on Friday 3rd May 2019

Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.

You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises. This applies whether or not your organisation is successful.
