Introduction
We are looking for a refresh of our company branding and messaging, alongside a new design and development of our existing website which we currently intend to migrate onto the HubSpot CMS platform.
Company Overview and Background
Rapid ERP is a 6-year-old IT Services / Consulting business based in the North West, UK. We work with large enterprise customers such as BAE Systems, The Bank of England, Pets at Home and Caterpillar, across the UK and EMEA.
Our existing specialism is within the area of SAP Application Lifecycle Management (ALM), namely, helping customers, who run integrated business software from the vendor SAP (www.sap.com), to look after their software landscape via effective and efficient Monitoring, Change Management, Testing and Documentation.
Our intention is to build upon the reputation and experience that we have built in this niche area and launch an expanded portfolio of related services to both our existing and new-logo customers, focusing on expanded DevOps services, Innovation and Digital Transformation, Cloud Migration and Enablement, and Business Process Optimisation.
We are currently moving to new office premises, alongside refreshing the business plan for the next 3-5 years of the organisation and its growth, diversification, and development. We also see this as an ideal time to refresh our brand image and go-live with an updated and expanded website.

Current Website
The current site has largely been designed and developed in-house, initially via the purchase of the Avada WordPress template from ThemeFusion.
We have moved most of our Sales and Marketing processes to HubSpot (including some landing pages and forms/workflow, but still host our website on WordPress via GoDaddy Linux Hosting.
We would now like to understand how we complete the migration to HubSpot, or what alternative approaches we should consider (feel free to propose).

Content
We will create or update all content on the site. The design intent should be clear on how to map content to the page templates, so please include either content from our existing website or Lorem ipsum placeholder text where this is not possible.
Software / Platform
We have identified HubSpot CMS as our chosen platform because of usage of other components of the HubSpot Sales and Marketing stack, and are due to sign a renewed contract at the end of October, however, this is not cast in stone and we are open to your feedback – please suggest alternative platforms and approaches if you feel these would be beneficial and can be integrated with, or would replace, our existing tools.
Security / SSL
We intend to implement SSL as part of the migration to HubSpot. We would also expect this to be implemented as part of the project if using any alternative platform / CMS.
QA / Feedback
We expect the designer and developer to test the site on multiple devices and screen sizes. We will then provide a round of feedback for items that do not correspond to what we have agreed and would typically expect one round of iterations on the design.
Communication / Progress Reviews
Please indicate how you would propose to communicate and collaborate with us throughout the project, and how progress reviews would take place.
Case Studies
Please include background material to demonstrate the previous experience and range of work of your organisation and of the specific personnel proposed for the work. This can include descriptions and examples of previous relevant work in the form of case studies.
Procurement Milestones and Deliverable Timescale
Proposals to be received by 17:00 on 21st October 2019
Decision / Contract Award – 31st October 2019
Project to commence November 2019, with the website complete and live by end of January 2020.
Indicative Budget
This work will be partly funded through the European Regional Development Fund. The project falls within the £2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.
Evaluation Criteria
Quotations will be assessed and scored on the following criteria:
- Understanding of the project and requirements / quality of the proposal (30%)
- Cost (30%)
- Demonstrable skills and understanding of the Technology industry sector (25%)
- Reference / Case Study (10%)
- Delivery Timescale (5%)
Scoring Methodology
4 Excellent – Proposal meets and in some places, exceeds the required standard
3 Good – Proposal meets required standard
2 Acceptable – Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor – Proposal falls short of expected standard
0 Unacceptable – Completely or significantly fails to meet required standard or does not provide the relevant answer.
Proposal Format and Pricing
Proposals should clearly demonstrate how they meet the requirements set out above.
The deliverables have been separated into individual lots; your proposal may include one, multiple, or all lots. Please indicate explicitly which lots you are responding to.
It is our preference to receive fixed-price quotations, but clear estimates on a Time and Materials (T&M) basis will also be considered. For fixed price responses, please itemise the total cost by the lots to which you are responding. For T&M quotations, please provide a breakdown of estimated effort and resource rates for each component.

Ongoing Content Management / Support
Whilst the contract will not be awarded as part of this procurement, we are interested in an ongoing packaged service to provide content updates and enhancements to the site. If you are interested in providing this kind of ongoing service, please include details as an addendum to your response.
This work is part funded by the European Regional Development Fund.
Conditions of Tender
- Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.
- We reserve the right to discontinue this tender process at any time and not award a contract.
- You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises. This applies whether or not your organisation is successful.
