Background

Cheshire Ceilings and Partitions Ltd is a rapidly growing specialist construction contractor based in Newton-Le-Willows. Founded in 2018, CCAP supply & install all aspects of drylining, ceiling, partitions, plastering & passive fire protection. CCAP employs 10 people and regularly uses around 50 operatives for different projects around the UK.

As our company has developed, our target clients have also developed towards the ‘Tier 1’ contractors. Due to this, management, health & safety and quality monitoring and recording is becoming crucial to complete the projects we are now targeting.

Requirement

We have experienced consistent growth for the last 3 years,  and set to double in size this year. This growth will result in  new roles and further employment within the company. However, we have identified that we need to rapidly professionalise  our software systems. We have already done the preliminary work and identified what we believe to be the best solutions to our needs. Although there are numerous other software like this, As a brief overview, our requirements are around an online software which is monitored by CCAP management and office staff to track the progress of all projects at tender stage and on site delivery. This software should allow CCAP to create the below:

  • Daily logs
  • Capture, share and report all data
  • Punch/snags
  • Safety observations
  • SHEQ inspections
  • Defect management
  • Site diaries
  • Invoice and material tracking

Once all these items have been tracked, the software will create a dashboard of all progress using a software like Microsoft Power BI.

Our requirement is to have this fully set up and operational by an external consultancy.

A software programme called Field View has been recommended to us, however, we are open to suggestions and advice to similar programmes as we know there are numerous like this on the market.

We require a quote for.

  • Consultancy to advise us/work with us on choice and options with the software.
  • Installation, adaptation, setting up and proving of the software.
  • Adapting/implementing our current processes to integrate them with the software
  • In house training for CCAP management and staff.

NB Quotes for “off the shelf” software should be made separately, and not built in to the overall quotes.

Deliverable Timescale

We expect the project to commence ASAP but no later than 01/04/2022  and to be fully operational and implemented by 1st June 2022.

Evaluation Criteria

Quotations will be assessed and scored on the following criteria:

Clear demonstration of relevant experience and success for similar companies in our industry 30%
Evidence of ease of use & User interface of recommended software 25%
Total Cost 20%
Ease of communication between CCAP & chosen provider 15%
Delivery time scales 10%

 Scoring Methodology

4 Excellent Proposal meets and in some places exceeds the required standard
3 Good Proposal meets required standard
2 Acceptable Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor Proposal falls short of expected standard
0 Unacceptable Completely or significantly fails to meet required standard or does not provide the relevant answer

Proposal Format

Proposals should clearly demonstrate how they meet the requirement set out above.

This work is part funded by the European Regional Development Fund.

ERDF Indicative Budget

This work will be part funded though the European Regional Development Fund.  The project falls within the *£2,500 – £24,999 (This is not the budget for this project)  bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.

(*NB this figure is the ERDF regulations figure. IT IS NOT THE BUDGET FOR THIS PROJECT)

Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.

We reserve the right to discontinue this tender process at any time and not award a contract.

You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises.  This applies whether or not your organisation is successful.
