OVERVIEW

H2O (NW) Ltd is a leading Plumbing and Heating contractor based in the North West. We specialise in the installation of the highest quality plumbing products for the new-build housing market. Winners of the Northwest Energy Efficiency Awards 2017. We have also developed a great reputation with most of the highly regarded building developers in the North West. We supply plumbing solutions to both large and smaller apartment and housing developers. H2O are always striving to achieve a high quality solution with professional service every time and because of this we are always looking to grow and improve and we believe this system will assist in our ambitions.

REQUIREMENTS

H2O (NW) Ltd is looking for an I.T/Systems Developer and Implementer to design and complete a functioning cloud-based application which can be used by both internal and external staff.

We currently use a bespoke database which has been developed specifically for H2O on Access Database. This is now reached its capacity; therefore, we are looking to make this cloud-based, with the intention to develop and implement add-ons that, will grow with the business needs.

The successful candidate will help us analyse our existing systems and processes and help us to develop a cloud-based web application, including, but not limited to, the following:

  • Identify where current staff processes which are excel based etc. can be implemented onto a central system.
  • Develop current processes based on our existing system to allow us to streamline functionality.
  • To support and continually develop a ‘fit-for-purpose’ cost-effective system, which has user friendly interfaces and accurate up to date information and reports.
  • To include ‘fit-for-purpose’ systems across all departments, including, but not limited to: Accounts Payable, Accounts Receivable, Payroll, Operations, Estimating, Customer Care, Stock Control, Management as well as in-depth and accurate reporting facilities for each department.

DELIVERABLE TIMESCALE

We expect the project to begin as soon as possible and to be completed by November 2021.

EVALUATION CRITERIA

Quotations will be assessed and scored on the following criteria:

Cost 25%
Timescale 25%
Understanding of brief 25%
Clear demonstration of previous successful design and implementation, including support 25%

Scoring Methodology

4 Excellent Proposal meets and in some places exceeds the required standard
3 Good Proposal meets required standard
2 Acceptable Proposal meets the required standard in most respects, but is lacking or inconsistent in others
1 Poor Proposal falls short of expected standard
0 Unacceptable Completely or significantly fails to meet required standard or does not provide the relevant answer

Proposal Format

Proposals should clearly demonstrate how they meet the requirement set out above along with any visual examples were possible.

ERDF Indicative Budget

This work will be part funded though the European Regional Development Fund.  The project falls within the *£2,500 – £24,999 bracket and therefore, under current Public Procurement Regulations, there is no formal tender procedure, but a detailed written quotation is required.

Conditions of Tender

Please be aware that due to the relatively low indicative budget for this work (i.e. less than the current OJEU limits) there is no regulatory obligation for us to provide feedback if you are unsuccessful.

We reserve the right to discontinue this tender process at any time and not award a contract.

You will not be entitled to claim from us any costs or expenses which you may incur in preparing and/or submitting your Tender at any stage of this exercises.  This applies whether or not your organisation is successful.
