St Helens Chamber and St Helens Borough Council are seeking to commission a suitably qualified and experienced Evaluation Partner to appraise and present two independent reports on the operation, delivery and outcomes of the St Helens Chamber and St Helens Borough Council projects awarded by the UK Community Renewal Fund.
Also, the Evaluation Partner is required to review, assess, and draw conclusions across the two projects holistically to present observations, lessons learnt and recommendations from across St Helens Borough on the broader outcomes and impacts of the UK Community Renewal Funding.
The UK Community Renewal Fund assessment criteria stipulates an effective evaluation will incorporate and consider:
- Appropriateness of initial design
- Progress against targets
- Delivery and management
- Outcomes and impact
- Value for money
- Lessons learnt
